Welcome to the North Lowestoft Garden Village
A new, well connected, and sustainable community
North Lowestoft Garden Village is an allocated strategic development site to the north of Lowestoft, identified through the adopted Waveney Local Plan to deliver a new, well connected, and sustainable community.
The proposals seek to create a garden village shaped by garden city principles, providing high-quality new homes, green infrastructure, community facilities, and employment opportunities, carefully integrated with the surrounding landscape and neighbouring communities.
The emerging masterplan has been informed by two previous rounds of public consultation, with feedback from local residents and stakeholders helping to shape the vision, design principles, and proposed development framework.
Two separate planning applications will be submitted to deliver different phases of the development.

Next Steps
Following validation of the planning applications, there will be a statutory consultation period during which members of the public and statutory consultees can review the proposals and submit comments directly to the Local Planning Authority.
After the consultation period, East Suffolk District Council will consider whether it has sufficient information to determine the applications.
It is currently expected that the planning applications will be determined during 2026.
Subject to planning approval, construction of the development will commence thereafter.
As part of the planning approval, a Section 106 Agreement will be entered into which will require the development to deliver funding and new community facilities including school and pre-school places, NHS facility improvements, open space, library facility improvements and local transport improvements.
Edmundham Developments
Edmundham Developments is a joint venture partnership between Suffolk County Council and Lovell Partnerships. Edmundham are currently building at two sites in Suffolk, in Newmarket and West Row, in the west of the County, with several further sites in the pipeline across Suffolk.
Edmundham will be the builders for the North Lowestoft Garden Village and expect to start on site during 2027.
